It is believed that the drama was never intended to be a hit in the U.S. and was originally produced for the Korean market. The U.S. is known for its harsh punishments, and it was anticipated that a show about Korea's juvenile justice system would be difficult to resonate with American audiences. In an interview, actress Kim Hye-soo, who plays the main character, was asked if there was a character she had particularly connected with, and she chose Shim Eun-seok from Juvenile Judge. Kim Hye-soo also expressed her deep affection for the show, saying she ""truly loved"" the character of Shim Eun-seok.
