Believer follows Won-ho, a detective determined to dismantle Asia's largest drug cartel. After a mysterious explosion, Won-ho crosses paths with Oh Yeon-ok, a key ally of the cartel, and Seo Young-rak, a discarded member of the organization. With their assistance, Won-ho makes contact with Jin Ha-rim, a prominent figure in the Asian drug trade, and Brian, the cartel's enigmatic leader. Together, these encounters provide him with critical clues to uncover the organization's true identity.

"Believer shares only the theme with the original film Drug War, but the content is significantly different. While Drug War depicts the downfall of all the characters through the cooperation between the head of a narcotics unit and a drug dealer, Believer shares the cooperation aspect but primarily focuses on the relationship between the two main characters.
The title Believer was initially a working title. However, it was retained because it was the first title shared with actor Kim Joo-hyuk, and the filmmakers wanted to honor their promise to him. This film became Kim Joo-hyuk’s posthumous work, as all his scenes had been completed before his untimely passing in an accident."
